Definition: Whenever you see "Committee" referenced to in the Rules of Golf, it's the rules committee or "local committee" being referenced.

The Rules of Golf set down the way the game is supposed to be played. But the Rules cannot and do not address every imaginable circumstance. Therefore, "rules committees" - club members at your local golf course whose job it is to set and enforce local rules - are allowed discretion in certain areas to interpret rules or implement local rulings.
