Finchem's letter reads, in part:
"As we understand it, Tiger's therapy called for a week's break at this time during which he has spent a few days with his children and then will make his statement before returning. Accordingly, there was very little flexibility in the date for the announcement."
Finchem was attempting to lay to rest speculation that Woods scheduled his public statement at a time calculated to damage the Accenture Match Play Championship, Accenture being one of Woods' former sponsors to cut ties with him.
But what's more important is the information revealed about Woods' planned return to therapy. Woods was reported to have entered a sexual addiction rehabilitation clinic in Mississippi shortly after Christmas. That clinic's program was reportedly six weeks. And Woods was (again, reportedly) discharged a couple weeks ago after completing that program. No part of that timeline has ever been confirmed by anyone; it might be off, it might be completely wrong.
But Finchem is the first reliable source to confirm that Woods has really been in therapy at all.
